David Kung through Witham and Donald is

(a) Professing anxiety that information derived from

Police investigation may leak out to Japanese or Wang Ching--wei,

(b) suggesting if anyone he should be prosecuted

instead of "innocent" persons.

(c) insinuating he did not realize Government's objections

to W.T. installation. I have told Witham that as regards

(a) there is no need for apprehension, as regards (b) heroics unimpressive to me and even if Kung were to act thus (which to me inconceivable) he would not benefit arrested men though

he would intensify embarrassment of situation. (c) 18
